Crop water stress index- What you are mentioning is based on canopy temperature or deficit irrigation by stopping irrigation
There are several approaches, by which you do. It may be based on soil moisture based ( Up to Wilting point), 2) deficit irrigation based on actual ETc ( 50 %, 60 % etc) . Kindly clarify on this. One of the paper on CWSI I am enclosing for reference.

By detemining leaf temp, leaf water potential or stomatal conductance.
Basicly, opening and closing plant stomata is basis of detemining limits of water stress.
Water stress is determined when you know the amount of RAW (Readily Available Water) which is found by subtracting the Wilting point from field capacity of a given type of soil. So the upper limit could be 20% of RAW.
