I have come to a similar conclusion when researching Internet Child Pornography. These crimes against children document the abuse, often including the perpetrator. Thanks Jennifer, I find that really interesting. This hypothesis was just based on working in the field and personal observation. It was just something I was curious about, with no real intention behind it, but perhaps now that I see your research I'll do some of my own. I live in Canada, but I'd live to see children being valued more everywhere. 

In Queensland (Australia) child protection, there is a difference in the burden of proof required by statutory protection services and their police counterparts. This often means that while we might gather enough evidence for child protection services to intervene (whether that be in-house interventions or removal of children until the risk is gone), there is not enough for the DPP to follow up with criminal charges. Unless it's something severe (i.e. a child has been hospitalized/requiring medical assistance, or in cases of extreme cumulative neglect), it rarely goes to criminal court.

Преступления в отношении детей в России, как правило, приобретают большой общественный резонанс. Защитой прав и законных интересов детей занимаются уполномоченные по правам ребенка, органы опеки и попечительства, специальные отделы полиции. В сфере преступлений против семьи и несовершеннолетних есть только один состав - часть 2 статьи 157 Уголовного кодекса РФ - злостное уклонение совершеннолетних трудоспособных детей от уплаты по решению суда средств на содержание нетрудоспособных родителей. Максимальное наказание - лишение свободы на срок до одного года. В 2015 году по указанной статье в России было осуждено всего 42 человека.
