Inspite of adding different volume of H2O into the solution , i am not able to get hydrophobicity with TEOS(Tetraethyl Orthosilicate) ,HCL,ETOH and H2O solution.
Are my volumes right ? I suspect the issue with volume of water.
I need to attain water repellency on glass substrate with WCA ~ 120

The correct ratio should be appr,:
TEOS:EtOH:H2O= 1:4:16-20 see for example: J.Chem.Ed. 1994, v.71 (7) p.599

instead of TEOS, gives at best an alcoxy-rest on the glass , use trimethyethoxysilane in IPA-Water 1 to 1 solution.
Still better Hexamethylsisilazane HMN same solvents.
