I agree with the above answer. For instant, if you are dealing with a any antimicrobial coating material, its cytotoxicity from 80% to more than 90% is acceptable as Biocompatible.
Biocompatibility is a relative term contingent on the intended application. In addition to the excellent responses already given, I would suggest running a known biocompatible material alongside your test material as a reference - for example poly(lactic-co-glycolic acid) (PLGA).
