In my reply of 14th of May I expressed my concern about this journal “Journal of Advanced Research in Dynamical and Control Systems”.
Indeed according to the latest list of discontinued titles in Scopus this journal is no longer indexed in Scopus (see attachment).

I am afraid there is (like the Test and Engineering & Management Magazine) a lot going on with the journal “Journal of Advanced Research in Dynamical and Control Systems”, see discussion:

In short:
The Scopus indexing seems to date still present, however everything else (like your observation about costs which is a red flag) is suspect, the publisher behind it “Institute of Advanced Scientific Research” is mentioned in Beall’s list:

Have a close look yourself but I sense this a journal to avoid.
