Probably the best possible suggestion is, to not to attempt this in Fluent, but to use either CFD-Post or Ensight for postprocessing of Fluent data, since in both that other softwares this is not an issue at all.

The best way is that in CFD-Post under "Appearance" of color bar, change the "Text Height".
