Some editors keep a paper for a long time, more than 6 months or a year, without a decision.
So I ask how a paper takes a long time like that for the review process and What the best way to resolve a problem like that, withdraw the paper or just submit to another journal?
As I know there is no spacial rules about this. It depends on the editorial policy . Sometimes this procedure is indeed very long. In such cases I usually take my paper back and submit it in the another journal. It is indeed great problem. Because you are waiting, waiting and then you should take back you paper, revise it so that to meet requirements of the another journal.
A professional publisher should give average response times. Usually, the times vary from two to six months, but there is no fixed rule. You could ask how soon they think they will answer, or give a deadline yourself, warning them that, after that deadline without having heard, you will submit the text to another publisher.
It is worth looking at publication time scales even before submitting a paper. The higher ranked journals, tend to have longer time scales because of the number of papers submitted to it. Also regulatory of publications (annually, bi-annually, quarterly etc) tends to affect publication periods and by implication review periods. Just because they’ve been reviewed doesn’t guarantee swift publication there may be awaiting list for publication and a variety of themes are often selected by editors.
