Impossible. Impractical. Would negate the entire integrity of higher education. That would be like thinking college football recruiters might check the backyard of kids for the next great prospect. Apply to a program after diligent research, considering costs, time, and prestige.

Just because a highly bureaucratic structure awards a doctorate for an approved work does not mean that awarding is rigorously matched with merits and or use to society, and or the rigor and or originality of the works in question to be awarded with the doctorates.

However, your question is not without merit, I don't know that I have heard a substantial answer to the question of what is the role of tertiary education In the future? When knowledge is readily available allowing individuals to learn on their own. Major employers are not looking for four year degrees, especially when then information learned over the course of those four years become obsolete by the time a student graduates. Additionally, students are having to accrue crippling debt for a degree which provide no employment garuntees.

Quality in doctoral programs varies greatly, especially if you want no work, no classes, and no standards except to be awarded the doctorate. Good luck.

I don't even disagree with you stance of the bureaucracy, hence I stated "Quality in doctoral programs varies greatly . . .." My comment on fraud was you questioned the validity of the doctorate, and my response if you think the knowledge and process does not produce what you claim--a fraud--then why do it. The more important point is the doctorate might or might not be optimal in producing knowledge claims, but the doctorate is really in the bureaucracy of credentialing. Credentialing, not knowledge production, is the real function of doctorate programs. As such, it is a busines spractce.
Once you submit the publications report to your registered institution, they will crosscheck and found them in research sites, hence award you a PhD if other factors remain constant basing on the institution policies
