It's a well known fact that, Dopamine shares common biosynthetic pathways as a precursor to noradrenaline and adrenaline. So what dictates that in a dopaminergic neuron the pathway halts at the generation of Dopamine while it proceeds further for the Adrenergic neurons
In reality, I'm sure this is still an ongoing question and science just, honestly, doesn't have all the answers yet. However, this paper attempts to identify why noradrenergic neurons become noradrenergic rather than dopaminergic so I think it's a good paper to try to address your question.
(I would skip to the discussion and read the section "The Role of FGF8 and BMP in Cell Patterning in the Nervous System." From a developmental standpoint I think it does a really good job of describing which factors are required for noradrenergic cell fate as opposed to dopaminergic and then you can read all the different experiments that brought the authors to that conclusion if you are still interested).
