Let's back to the simpler interpretation related to your question. The bands at 3450, 2096,1633 and approx. 650 cm-1 are due to water. In the region 650 - 400 cm-1 the band should go to the baseline but you have detector cut off. How was the spectrum recorded ATR or transmission ?

The band at 1633 cm-1 for an amide would also show a band at 1540 cm-1 . However in urea this latter is not always present.

Back to basics. Dry the sample, say how you recorded the spectrum and lose the decimal point numbers. The latter are irrelevant, probably not reproducible, if you are recording at 2 cm-1 resolution. They are just an artifact of the computer software calculation from the original FT
