It is possible that Fluoridation in the USA will be banned by Court order before the review is completed.
Given that bioaccumulation of Fluoride is one of the most insidious properties of this Neurotoxin, you might be amazed to learn the term is not used once in the draft report. It seems the authors are not thinking about incorporation of Fluoride into the foetus from the moment of conception.
It's interesting that fluoridation was lobbied into existence by over-zealous Wisconsin dentists who thought they had their magic bullet in fluoride at a time when nutrients such as vitamins C and D were discovered to prevent "disease." But modern science disproved that. Fluoride is a drug with side effects.
Endorsements were made before safety studies were completed (and scientifically invalid by today's standards) and without any concern for fluoride's brain or long-term effects. When U.S. scientist Phyllis Mullenix published her data in 1995 showing fluoride damages rodent brains, she was fired for doing so against demands of her institution. She was told it would jeopardize funding from the National Institute of Dental Research. Her research money dried up causing other researchers to back off. Now the fluoridationists hang their hats on their own carelessness to preserve fluoridation by saying we don't have enough fluoride/brain studies, at levels added to water, to be concerned.
If fluoridation opponents didn't pursue this in court and online, it probably still wouldn't be studied. In my opinion, just the accepted knowledge that fluoride gets into the brain is enough to advise against any fluoride ingestion - especially in children and pregnant women. However, fluoride has become big business and lucrative for many major multi-billion dollar, multi-national corporations as well as organized dentistry. So the push-back is well-financed and politically motivated.
