Solar irradiance at the earth surface is a strong function of latitude, but there are many atmospheric factors to consider too. You need to be more precise:
- Do you mean global, direct or diffuse irradiance?
- What is the time scale: hourly, daily, monthly...?
- Are you only interested in ideal clear-sky conditions, or actual/realsitic all-sky conditions?
