Is the surface area and accessibility entirely different in these two cases? If yes, then, does that have a significant influence on the performance?
Since my work pertains to antibiofouling architectual coatings and paints, I am referring to 'performance' in that very direction.

Reducing the toxicity of silver particles by coating them with different types of AgNPs coating leads to change in their properties depending on the type of coating material as well as the layer thickness. It was found that AgNPs coating leads to reduced toxicity and increased its stability. Moreover, using the two main classes of coating materials (organic and inorganic) sol-gel SILAR method produces a coating with less cytotoxicity than the uncoated AgNPs.more details in this reference;

Only those particles which are exposed on the surface are active. If you want to achieve the higher performance you can consider embedding Ag in porous Matrix. Higher porosity will provide a higher surface area available for Ag to interact with the external environment.

Coatings have direct influence on corrosion and wear protection and with other surface phenomenon properties, but embeddement of the particles inside solid is mainly for strength purpose.
