It is often more subtle; you ask some agency for detailed data on some health related issues, and the agency either ignores your request or tell you that they will not give you such data. Usually, there are political reasons behind such a refusal. I have experienced this in Iraq where I worked as a specialist at the Arab League Educational, Cultural and Scientific Organization, and when asking the Ministry of Planning for some demographic data I was told that such data was "not for release". In the USA, I see strong resistance to release to the public detailed data on cancer incidence counts. The CDC will only release such data at the county units and not at a finer resolution. The CDC will also suppress data if fewer than 5 incidences per year occur, say.
The issue mentioned by BBC on the Italian student is an extreme case. I am sure that such events happen also in other countries.
