A question is important that it is resulted of a thought process and it should be based of scientific evidences. We can’t create a question promptly, and supposed it as a hypothesis. Also it is not important to ask a question which we know its answer. In the process of making a hypothesis we just may predict the results, and then we have to test our question with an appropriate method. The result whatever it was, we should show it clearly and without any prejudices. "Why it happened" is important. Also “the ability to generalize the results’ is important.

I think that the logical arrangement of research is in serial order beginning from the definition of the problem then it's theoretical background and if there is any statistical methodologies in the study. There is no one-fits- all design because each study deals differently with its constituents. Concerning the question about the problem of the study, I think yes it is important to determine the problem of the study before you merge in writing. Thanks for this motivated question.

You can say after this or before this but Theory is different than practice.
We are talking about a sequenced rings (papers or researches) of one chain (field of knowledge, topic), so, we are already guided to follow our proposed confidential steps in our specific topic of science. Right?

Any way every one has his own management rules but the important is to do at least 75% of your research topics even they are arranged or not. Because when you start some could come first while other could move to the end.

Finally, the most successful research planning process for me is to write all topics and then start with any one and concentrate to finish it first.

Typically, serious problems may require a series of publications considering various facets and aspects of an entire problem. A problem can be either seriously wide, or seriously deep. That affects the planning process. A wide problem can be split on smaller pieces that are subordinated to a master plan ahead of time, and then be followed on step by step as planned. A deep problem research planning cannot go like this.

A deep problem can be planned only as a progression capitalizing and emphasizing on a particular initial or previous successful result(s). Usually, it is not practically possible to envision deep advanced research results ahead of time. It does not exclude a necessity to make assessments and estimates, though in many cases the mismatch with the future real results can be quite wide. However, this active prognosis planning helps to assess possible boundaries of the future results importance.

A wide problem study can be designed ahead of time. A deep problem design used to be a follow on progression.
