To me, the only valid assessments are authentic assessments, which do not fit neatly in standardized question formats. I am for letting the experts judge. Our public schools in the US have become warehouses of mediocrity for political play
We can to design a instrument in order to initially measure a first impression of the educative process. After that, we can implement a set of suggestions which can be evaluated with other instrument to measure how this methodological aspect has influenced the education quality, Is a constant experiment.
From my point of view, Effective and Accurate are two different constructs.
If the instrument you use to measure quality is reliable and valid, then more or less you can say that your measurement of the quality of education is accurate.
Quality of education will be effective if students gain from the whole education system.
It is not from assessment companies that true assessments of education is made but from the true impacts and changes and transformations it make on society in general and in lives of citizens.
Each teaching method should have its own evaluation methods. It should be used exclusively for measuring educational results and never to control students behavior or to have internal competition.

I think there are two major aspects that can be considered to assess the quality of education. The broader aspect and the narrower aspect.
The broader aspect: Can be measured by the kind of politicians, economists, scientists, educationists, policy makers, citizens and civil society groups, a country is producing! Here the comparisons with other countries can come into play. It can be measured by the stability of a system in broader times. Quality may also be measured by the use of scientific and contemporary methods by a society. There are numerous examples of this kind all over the world. I personally feel that Education is and can be the most powerful tool that can change the world. It leads to the people's ability to think and generate ideas and have progressive vision.
From the Narrower aspect it can deal with the class room teaching at the institutional level. That can be ensured by a variety of methods that may include:
Preferring Teachers in this field for whom teaching is the first choice. (Not easy)
Periodic and specific training of the teachers in their fields and about the tools they use.
I consider that even evaluation of teachers by the students (those who have the criteria of minimum attendance) has an important role that will keep the teachers updated.
Assessment of the teachers by identifiable methods and by agencies during promotions and movement between grades.
Provision of required minimum conditions of imparting education / knowledge. Sometime the requisite basic minimum facilities are missing that have an impact on the holistic approach to teaching. Lack of OHPs, infrastructural facilities, Multimedia devices and ICTs for imparting education
There is a global problem about education in general and. Unfortunately, is a common result of community interaction with the new reality fast does. In which this doesn't allow the individual to think calmly. In addition, young people have ambition in the study because of the jobless and the imbalance and lack of seriousness and presence in equal opportunities in society, making it difficult learning process.
In terms of " The result of an efficient education is when the student becomes better than the teacher"
In certain situations could not be true: imagine that the teacher is one that knows very little..or that the sudent is one genius ... then....both have an efficient education!
Yes, when student becomes better than the teacher and he makes positive impact in their community. Certainly, this is the result of an efficient education.
Effectively and accurately are two words that are in reality can not be measured effectively an accurately! Each group of people have different set of standards, so different assessment styles and procedures.
That is the reason why educators keep on changing and innovating curricula, syllabi, strategies.
To assess the quality of education effectively & accurately, there is a need to look into three things: (i) The competence of the teachers. (ii) The state of the students before & after the educational process. (iii) The outcome or the impact of the teacher/student interactions upon the society and humanity at large. Surely, the end product will be great when students become better than their teachers.
We have to take into account that education is more than a transfer of knowledge from teachers to students. There is character building, installment of intellectual capability, and ethical construction. There are many assessment procedures & the following reference gives examples of such methods in a developed country (USA).
Quality is sometimes defined as "fit for purpose", so it depends on the goals of the higher education institution for its educational programs and the quality measures in place to achieve these goals. I think the latter sometimes overlook "fit for workplace or fit for the society" in the delivery of tertiary programmes. I think once graduates are able to apply their education to improve society's quality of life that would be quality education.
The quality of education can be assessed by the way in which the student contribute his knowledge for the betterment of the society, keeping the balance with the environment and utilizing his knowledge for a constructive purpose which reaches upto the layman and over all help the human civilisation.
I love my students and I'm proud of their success,I try to communicate with them and discuss their achievements after their leaving of our Lyceum.I think,the result of our activity and meaning of our professional life is the brightest future of our students.As for competitions among the poor intellectuals,which are popular nowadays.I think, that a competition is a driving force for business only.To hold competitions among poor,but noble intellectuals is a crime against the best members of our society,because the opinion of the local trade unions,parents,and administration,sending the best intellectuals to the competition is decreased in value.In the long run,it's a kind of handouts,but not a premium.Only a local trade union has a right to appreciate a professional, but not an arbitrator from the direction of the bureaucracy or authority above. PS.Local trade unions take into consideration the opinions of students first of all.
In all aspects of the school and its surrounding education community, the rights of the whole child, and all children, to survival, protection, development and participation are at the centre.
This means that the focus is on learning which strengthens the capacities of children to act progressively on their own behalf through the acquisition of relevant knowledge, useful skills and appropriate attitudes; and which creates for children, and helps them create for themselves and others, places of safety, security and healthy interaction. (Bernard, 1999).
The rate at which your students are employed after school and also their ability to live and be lived with are two factors that can help us assess the quality of education given them.
