It covers Course Material, Course time, Course costs, Target Group, Requirement, Added Services. Which analysis would be most useful for determining the top Summer School program?

As Rana Maya noted above multiple criteria decision making is a standard tool from business school to solve this type of optimization problem.
The most simple method is the weighted sum model, where each variable is assigned a weighted value and then you calculate the weighted sums of each sample and then rank them. The challenge you will have is some of your measures are qualitative and not expressed in the same units, therefore they are incommensurable and you are measuring apples and oranges.
If you are able to specify a priori target values for your goals, you can use goal programming to achieve a solution. Goal programming is a type of linear programming method for achieving a solution that will satisfy the set criteria. It does not generate the absolute best solution but produces a "satisficing" solution, that it will satisfy the criteria and suffice as a solution to the problem. One challenge you are going to have is converting your qualitative data into something numerical to put into the linear program.
