The CdSe band gap is 1.7 eV. why edep methods? why do not chemical bath deposition? Your TiO2 NTs are onto metal substrates ie there are still onto the original Ti plate?

Yes you can, you should find the conditions.Have you electrodeposited CdSe before iI assume?
You can think to deposit your sample with doped materials of low band gap. As for example: you can doped by other metal such as Cu (band gap of CuSe is 2.2 eV).

I will give a conceptual answer and you can increase the bandgap of a material by the following methods:
You can decrease the size of its crystallites. As the size decreases the energy gap increases.
You can add a material such that the resulting compound has higher bandgap.
You can stress the material to decrease its lattice consatnt.
