Might be an old answer but might be helpful for anyone looking for it

Open EEGLAB

EEGLAB - > File -> Import Data -> Usng EEGLAB functions and plugins -> From ASCII/Float file or Matlab Array

In tab select import type and change it to Text file instead of MATLAB array and you have to add dataset description (Sampling frequency and other info)

EEG File IO might not work correctly
