This can be done by first making innovation as part of the "vision" of the organization. The vision should then be translated into objectives. These should be linked to the prevailing business environment so as to know what all is critical for promoting that. Then, the the requisite HR policies need to be identified and aligned with the business objectives. The HR policies will aim at the behaviors that are needed from the members of the organization so as to be innovative.
