Nano drop (best one) , fluorescent method,and agarose gel Electrophoresis
It will depend on what you need it for. At very low concentrations, photometric UV measurement will be inaccurate or unusable, and gel electrophoresis is only helpful for purity determination of DNA of a specific size in comparison to other lengths, but not good for quantification.

Dear colleagues as I think:
Simple way - nanodrop. In the case of low concentration (for example less than 50 ng ul not recommended).
QuBit or oth. fluorescence based approach is quite good, but no so cheap.
The most precisive is qPCR based copi number determuination with commetial kit.
For me Qubit is ok.

Check the conc and purity by reading at the Nanodrop and keep in mind that the ration A260/A230 should be around 1.8-2.0 for pure DNA.

Do a gel electrophoresis and you should see its quality and also quantify it based on a comparison with a marker in which you know the conc in each band.
