Lomax distribution is Pareto Type II.
Have you tried:
http://artax.karlin.mff.cuni.cz/r-help/library/Renext/html/Lomax.html
in the Renext package
http://cran.r-project.org/web/packages/Renext/Renext.pdf
Good luck

Hi Nedjad..
Thanks for your response
Hi Nedjad,
I try to use flomax(xklaim,info.observed=FALSE,plot=FALSE,scaleData=TRUE)
in library(Renext)
but the output is like this
> flomax(xklaim,info.observed=TRUE,plot=FALSE,scaleData=TRUE)
Error in flomax(xklaim, info.observed = TRUE, plot = FALSE, scaleData = TRUE) :
CV < 1. Estimation impossible for "lomax"
so, what's wrong with me?
