The discharge of many rivers changed during the past decades because of population growth, precipitation human activities, land clearance, deforestation, drop in precipitation, precipitation trends and extraordinary weather conditions, climate change and temperature increase.
Why the methods for floodplain buffer zone, buffer strip and Riparian buffer are mainly based on the previous return periods such as 25 or 50-years flood?

By climate change the precipitation trends and the discharge of the rivers changed in some basins and therefore the floodplain buffer zones seems to be updated based on the recent data.
