the graphene has very low weight and cant disperse in water.

Not sure what you mean by low weight,,,,

Dispersion of rGO in water depends heavily on the oxygen functional groups remaining on the rGO, fewer oxygen groups will result in less hydrogen bonding between GO and water hence lower dispersibility.
