I am working on permanent shuttering/form-work for slabs, in which. I have arrived on problem of providing local stiffness on steel deck. I need complete details from what is local stiffness to how it can be provided. If anybody has any references or articles please attach.

In general terms, stiffness is a function of materials properties (E) and geometry of the cross-section ( I ) . Probably the easiest way would be to tweak local cross section area dimensions to match loading
I think you want to include both the stiffness of shattering and slab in you global structural model. If this is the case
1-calculate the inertia of both the form and slab as one non-homogenous section using structural mechanics principles.
2-Insert the modified section properties in the software you use to include the stiffness impact.
