Hi Mandar:

C&S is definitely a good outlet. It has an excellent impact factor (IF= 2.2) and welcomes papers on optimisation of structures.

An alternative could be AES (Advances in Engineering Software), another well-respected Elsevier journal

with a focus on large engineering problems (IF= 1.4).

Also, I fully endorse Ghanshyam's suggestion: if there is a particular journal which has published the majority of the papers in your literature review, clearly that journal could be a good outlet for your work.

My final piece of advice, if I can, would be not to be blinded by the IF, which doesn't tell the whole story about how prestigious a journal is. For instance, ASCE journals of Engineering Mechanics and Structural Engineering do not have a particularly large IF, but everybody know that they are excellent outlets. However, not all the universities around the world have access to ASCE journals, while Elsevier or Wiley journals enjoy more subscriptions, meaning that more researchers can read, work on and cite papers published by those big players.

in addition to journals sited by Ayman El Ansary, Construction and Building Materials have a hight impact factor (2.265) and publish papers in all fields of civil engineering, also it is important to check the time of review process for each journal, some journals take a very long time. It is also important to publish with editor of large distribution as Elsevier

I really do not agree with impact factor of international journal. It is only an index of quality. Any publication mainly depends on your area of research. Search for top journals around the world related to your field or subject of civil Engineering. Also see the popularity of the journal and how top researcher in yours area are publishing. As a concrete technologist from India, I select the following journals

1. Cement and concrete research

2. Cement and Concrete composite

3. Construction and Building materials ( high IF)

4. ACI materials journal

5. ASCE journal of Civil Engineering.

Also look for other publications from IEI London, Taylor and Francis, etc.
