Improving the matrices and simplifying it is a DYAD.....
in management be it for what ever resource.... Man, Material, Money..... etc., and for what ever functions SCM to Production, Dispatch coordination to Outlets..or Manpower supply when needed etc....the Demand needs to get satisfied and PIPED for a continuous and sustainable systemic evolution...
May be as an Out of Box approach...I shall enclose a PMS evolution on a HR front... through which you can pick some clues and attach it to your Operations management such as Optimization Techniques, Queuing, Transportation, Scheduling etc.,and managed over time constraints through PERT /CPM...
There is another published article on Manufacturing excellence, you can get the clues from there.....
In our foundry - we make the raw castings for Trucks & Tractor OEM's, these castings reaches the OEM factories which are more than 1500 to even 2000 kms away, so the lead time of travel is more important factor coupled with the cost of transportation and the economies scales which determines the mode of transport and volume to handled at one-go. Production department checks with the Materials department and clarifies its stock available vs ordered that is in PIPE as well as that is on the way to the factory. We have Raw materials (Steel Scraps of different varieties) and Consumables that is required for Melting, moulding, core making and maintenance etc., Upon the suitability of BOM with the inventory tally, the Material request is cleared by the stores to the production.
Again all materials cannot be consumed as-is, some have to be processed and other form part of the sub assembly before the production process can start. Process hiccups are inevitable which takes care of the Time and other resources including wastages, rejections, accidents (if any), process rejections due to atmospheric variations in Temperature, moisture level and heat etc., Midcourse corrections to procurement should be planned. Suddenly the Customer would face problem at their end due to various reasons and all that have to adjusted and the Production plan needs to be changed and routed to other customers. Each of the the castings produced is minimum of 150 Kg and more (some are very very heavy), all require material handling and transportation devices and vehicles to move around for value addition. The Finished casting now awaits the customer inspection and site, else many have specified the critical inspection clearance based on which the castings are check and quality approved and cleared. Transit damages are also inevitable (though controlled to very high levels). Some customers even as us to rout it to their Contract machine shops which are enroute so that the semi finished reach them so as to reduce less lead time to convert and also lesser inventory.
