Quality assurance and quality system implementation highly depends from top management. If top management can really understand what really mean quality assurance or quality system for organisation that organisation will have good future. Some managers think that quality assurance or quality system only the certificates from well known certification bodies which prove that system implemented or something else. But if we look on reality certificates means totally nothing. I see several organisation even some well known organisations in different countries with stock of certificates which means nothing in comparison with situation and working systems in that organisations. So quality assurance will have impact if top management really knows what is that and has appropriate stuff for implementation and continuous development. So it is a challenge for all developing countries.
Of course, it does matter since the higher education institutions (HEIs) have a large role to play in the progress of less developed countries. Ordinary people, of such countries, wait for the HEIs to contribute to the economic development of the country, to effect positive social changes, and to give their country a fine reputation internationally.
In some 3rd world countries, quality assurance (QA) activities usually target academic staff only while forgetting the administrative staff & the management. This is a shortcoming because when you want to assess a structure, you have to look at it from point (A) to point (Z). You have to be sure that "there are/ there are no" efficient administrative system & quality management (QM).
At a certain university , in a 3rd world country, the head of (HR) department for about 3 decades was incapable of saying one English sentence correctly! How come this person will represent the university adequately before the foreigners who apply for jobs there?
Another crucial point, here, is that there are 2 brands: those who are to be assessed & those who assess. Scientifically speaking, we have to be sure that those who will assess must be competent, experienced, neutral, and mature. With such qualities, one can expect an honest report with regard to QA & QM.
