Check the otological literature for standard vestibular tests. In the caloric test, hot or cold water is run into the ear. For people with a complaint of vertigo of uncertain origin, it is useful to ask them if the vestibular activation they experienced during the test matched their spontaneous dizziness.

You could also do a HIT - Head Impulse Test to determine if a person has vertigo.

I'm still trying to follow your question though, are you trying to design something that causes dizziness in healthy individuals or something that determines if a healthy individual has dizziness?
