How can the smooth end of an enzymatic cut be turned into a sticky end or vice versa?
Reagrds
1. To convert sticky ends to blunt ends use Klenow - https://www.neb.com/products/m0212-klenow-fragment-3-5-exo#Product%20Information
2. To turn blunt ends to sticky ends you can either perform homopolymer tailing to add complementary bases to your "vector" and "insert" using terminal transferase and then ligate them using T4 DNA Ligase or you can ligate an adaptor with a restriction site to both and then digest using that enzyme.

1. First, it calls 'blunt end', instead of 'smooth end'.
2. Your question is a bit vague. Did you meant: (1) you want to know how to turn blunt end into sticky end, or (2) when you cut a DNA using blunt-end restriction enzyme, the final product became a sticky end, and you want to know why
