You can try attaching mercapto-benzoic acid to form a self assembled layer on gold. Citrate and thiols would leach off eventually. One (perhaps) promising approach is to electrochemically reduce a diazonium salt of benzoic acid in ACN (+ inert electrolyte) on a gold film. I tried a similar idea on carbon particles and the diazonium reduction approach seemed to work (negative zeta potential).
