How can one explain the choice of 'effect size' in ANOVA fixed effects, special, main effects and interactions?

Considering the three different effects sizes in g power calculations, on what basis can an individual use a small (0.1), medium (0.25) or large (0.5) effect sizes, that will give an unbiased representation of the sample size. Thank you.
