You can synthesize TiO2 nanoparticle in solution method and form a kind of colloid solution. Then you add the TiO2 sol into the paint and it is OK.

You'd better use TiO2 sol, which can be well dispersed in the paint.

It depends on the TiO2 nanoparticles you used. If you use P25 powders, ethanol is good for the dispersion. If you synthesize the TiO2 by yourself, it depends on the surface properties of your synthesized nanoparticles. In particular, you can modify the surface properties of TiO2 nanoparticle using the proper agent that helps to disperse in your paint.
