The Zinc Oxide nanoparticles that I synthesized are stable in ethanol but precipitate in water. I need to stabilize stable NPs in water because I want to functionalize antibodies to them.
You need to add hydrophilic stabilizing agents for stability. You may use some of the triblock co-polymers mixture of surfactant to optimize the concentration.

Try adding Sodium dodecyl sulfate (SDS) to your reaction mixture if you synthesize via a dissolution-based route. you could also try a hydrothermal / Solvothermal synthesis route as suggested by M. Ismail. ZnO NPs can also be pH stabilized in water without needing surfactants. However that might interfere with your subsequent experiments
