I am a newcomer in researching. I want to start this by write a review paper in anyone of the topics including renewable energy, automation or automobile sectors. How can I start this? I'll be pleased if someone kindly give me the full instructions.

I share the questions of Mirosław Grzesik that a lot of work is involved and the result is less good for you and the journal. I personally find that writing original articles (and failing that, just case reports) might be easier.
