I'm trying to simulate VIV of tandem arrangement of two cylinders which is oscillating with Ansys or Comsol. i've done the vortex shedding (the stationary part). i'm stalk in the VIV( dynamic oscillating of the cylinders).

yes its just lookalike this system coupling. although i'm using Ansys for simulation but in this article its Experimental( I think)

The article I attached previously is concerned with numerical computation of your problem and therefore can be used as a reference for validation/verification of your results.

Since the flow in the fluid is governed by 2-D Navier-Stokes Equation, it is rather difficult to obtain its analytical solution. If you want to compute this problem by means of Ansys, I suggest to use "System Coupling" method. More on the fluid-structure interaction in Ansys including a Workbench project setup can be found in the following video:
