King et al. (2005) "Spatial Considerations for Linking Watershed Land Cover to Ecological Indicators in Streams" discusses weighing land use variables by proximity to both a stream and the stations at which the stream was sampled. However, I cannot find any resource that describes how to set up these, or any, "neighborhood buffers". Does anybody have any pertinent resources?

You can bring your location data (line: i.e. stream, point: i.e. sample location, or polygon) into most any GIS software and use the buffer functionality. QGIS is a great free option and ArcGIS of course.
