By going through the current issue of the journal and publication history, you can very well judge its promptness and punctuality. If it is a quarterly journal and the particular issue corresponds to the first quarter, the issue should come out during the first month of the first quarter itself. You can decide the promptness by looking at the received and accepted date of manuscripts given on the papers published. Certain journals are notorious in delaying the issues with many issues of “backlogs”. Some may hoodwink the readers by combining two or issues altogether!. Avoid such journals. Usually, journals accept research papers not more than five years old. If it is again delayed by some more years, it is of no use to the researcher and the society. In any case, if your paper is going to be delayed by more than one year, it is a serious matter, and you should avoid such an eventuality.

Most important thing is scope of the journal and the type of articles published in it..

To select the most suitable journal for publication of my paper usually the paper with high impact factor is preferred. See good publisher like ACS, Elsevier, Taylor & Francis, JOC, Tetrahedron, Tetrahedron Lettes, etc. However, this depends upon the nature of work , specialization & good quality , novel and sufficient data.
