I think open R and load ltm package. You can use this syntax for loading:

install.packages("ltm")

Yes, i mean open R console and write above syntax. Can you try this code ?

library(ltm)

if you try this and take an error, this means that your package don't load.

If it is ok, check this way:

~\Documents\R\win-library\3.5\ltm

But your R version and R version for SPSS may not be same. I mean your R version may be 3.5 but SPSS works with older versions or vice versa.

Try this code which is attachment. And then the ltm package will be loaded. When you run this code a window will be opened. Choose a server.
