I have determined some of the indicators influencing urban rural development disparity. Now I need to relate it to policies being implemented by the Govt. I have the name of the policies and their action plans and programs. What kind of analysis/framework can be used to explain policy gaps with respect to identified factors?

As you might have noticed by looking at the available literature about policy analysis there are various and even competing perspectives to draw upon. There are some very interesting classics on policy implementation, such as the work by Pressman and Wildasvky, but also more interpretative approaches might be very useful here. Personally I am in favour of approaches that take a non-linear perspective in the sense that no direct effects are attributed to policies and plans, but that take into account the coupled networks of interpretation and re-interpretation in which these institutions are constituted and sorting effects. Our perspective, which partly draws on institutional economics, discourse theory and social systems theory is presented in the book Evolutionary Governance Theory: an Introduction (see link). Other relevant books might be "Implementing Public Policy" by Hill and Hupe which presents various approaches, "Reframing Public Policy" by Frank Fischer or "How does a policy mean" by Dvora Yanow. And of course many other interesting and relavant works are available.

1.Problem identification
2.Setting criteria for evaluation
3.Design policy options
4.Evaluate alternative policy options
5.Present and differentiate for each policy option; and
6.Monitoring and evaluation of implemented policies

You can also do content analysis of policies and find how it respond to the urban-rural problems.

-Institutional Rational Choice
-Multiple Streams Framework
-Social Construction Policy Design
-Network approaches of different kinds.
-Advocacy Coalition framework
-Diffussion Models
-Then there are institutional theories of different brands, see for example in B. Guy Peters "Institutional Theory in Political Science".
-Last, but definitely not least there are discursive approaches, represented by (for example) Maarten Hajers older works and Frank Fischers work. Another inspiring source here is John Forester.
