I want to doped Bi on TiO2 surface by anodization method. I've read a journal that said need 1 M Bi(NO3)3 in electolyte and I've tried to dissolved Bi(NO3)3 in the electrolyte (0,3% NH4F, 2% H2O in ethylene glycol) or in water but it can't dissolved perfectly. I doubted Bi can doped on TiO2 if Bi(NO3)3 can't dissolved in the electolyte. is there a way to dissolved Bi(NO3)3 without change the electrolyte?
Bismuth nitrate will hydrolyze to an insoluble salt in neutral / basic solution. It is soluble under acidic conditions, though. Can you prepare the dopant under acidic conditions? This paper demonstrates bismuth electrodeposition from nitric acid.

It is perplexing. The authors you cite added 0.5 to 1.5 M Bi nitrate to an electrolyte solution of ethylene glycol, NH4F, and H2O. I would have anticipated that the Bi would form hydrolysis products and/or form insoluble Bi fluorides or oxy-fluorides. They do not elaborate on their method.
