I have a cylindrical shaped model, in which I want to make a set of nodes of the circumference. The selection of the circumference is based on the distance on the axis of the cylinder.
I suggest the next steps:
1. Create datum plane normal to the axis of the cylinder: Tools->Datum..., Type - Plane, Method - Offset from principal plane.
2. Create partition: Tools->Partition..., Type - Cell, Method - Use datum plane.
3. Create the set: Tools->Set->Create...,Type - Geometry, select created partition.
4. Mesh the instance.
5. Edit the set (Not necessarily): Tools->Set->Edit.

If you want to select some nodes on circumference of a cylinder in Abaqus, follow this way:
1- Tools > Set > Create > Type: Node
2- Then in Prompt area, you should change the selection type to “by angle” instead of “individually”.
3- Now, just place the mouse on circumference of cylinder and select nodes!
