several strategies can be established to improve legume yield in drylands, but they depend on 1) which is the amount of water (rainfall) available; which kind of legumes you are growing (winter o summer, grain or forage).
Amongst the many strategies, these are the most important:
- cultivating it in no tillage systems;
- inoculating with rhizobia, plant growth promoting rhizobateria and arbuscular mycorrhiza fungi;
- use proper rotations;
- growing it in intercrops with other species (both grasses and others);

Is it practical of theoretical question?
To get stable profit from legumes you need:
- find local best soil treatment method (to preserve water between rains)
- find and use 2-3 best in yeld but different in stress/disease tolerance cultuvars/crops to get good yeild at least for one
- identify most important local diseases and pests and find a way to control them by chemical of biological methods
- use optimal time (maybe according to water content in soil) to sow seeds,
- use chemicals stimulating root growth in dry soil (like Cruiser)
- Use seed inoculation by rhizobia for nitrogen fixation
- use KP and microelements in neccesary doses.
PS: Weed control for slow-growing at young stage crops would be the most important
