Full funded scholarships are rare in most countries. You need high grades in previous work, good relations with previous teachers, and a substantial new discovery in the masters research.

Look at the research protfolio for the department in various universities. Make a short list of a few and explore thoroughly where the funding sources come from. Apply for the ones that have potential in terms of research money and make a specific request that you need full scholarship while highlighting your academic achievements and how you can further the university's research.
