I have read in some papers that carvacrol can be diluted in Tween 80 (1%) and distilled water. I have tried this but carvacrol wasnt fully dissolved. After that i tried to dissolve carvacrol in Tween 80, water and ethanol. Is that right? Has anyone done this? I want to use this mixture for epicutaneous administration in mice.

use DMSO for dilution
Since this is for in vivo administration, try vegetable oil.

Technically speaking you are not dissolving the carvacrol, but emulsifying a hydrophobic material ( the carvacrol) into a hydrophilic carrier (water) for your study. A typical oil in water emulsion you may be familiar with is mayonnaise, and the order and manner that the ingredients are mixed is usually why a stable emulsion or one that breaks is the result. Ultrasound is often helpful in the mixing to make oil in water emulsions, but it is often also used to help break an emulsion, so a lot of trial and error is sometimes involved.
Interesting question, carvacrol is the subject of my doctoral thesis. Try to Use the inert solvent like hexane

For both, in vitro & in vivo study, I have dissolved carvacrol in DMSO.
