I think you should explain your set-up of the PL measurement. Also, the problem could be the excitation wavelength, normally changing it you can see the emission.

Our setup is merely a Xe lamp with monochrometer and fiber as incident light (power isnt high at about 250 nm), as well as afiber connecting a spectrometer to detect the fluorescence.
But it is not sure that whether SnO2 nanopowder in solid state can be excited and fluorescence, or we should use the light source with higher power.
