I am planning to design an experiment but I m unsure how. I need assistance in designing an experiment having two different variables. Each variable has three different levels. So together it forms 3x3. But also I need to test on 10 different human. It has 2 different outputs. So can anyone suggest be a suitable way to design the experiment.

I feel the crucial question here is whether it is possible and sensible to have each person tested many times with different levels of the variables.
If yes, fine, you will get 10 3x3 matrices, one for each human, either with binary values if each combination is tested only once or with real values if each combination is tested several times, with different results.
If not, i.e. if you can perform only one test per person, like testing a combination of vaccines, for example, then 10 humans are far too few to get reasonable results.
I do agree, your sample is too small for substantial results. I would suggest reducing the variables and allowing at least one replication per combination. If this is not possible, the recommendation of having a larger sample would be the other way to go.
