I think you meant to ask, how can you use the finite-difference method to solve the Euler-Bernoulli equation?

I have not solved this specific equation, but here is a video and electronic notes for a simple way to implement the finite-difference method for any differential equation. See Lecture 10 here:

This lecture also covers Neumann boundary conditions.

I agree, the original question is not clear...However, the PDE is quite classic to be discretized with FD or FEM formulations.
