If you want to create mesh using ICEM-CFD then the scripting is very easy. Journal script in ANSYS Fluent is rather complex. It am not sure if it works while meshing as I couldn't do. It works for solver setting though, like you said. I suggest the use of ICEM-CFD for meshing as the scripting is very easy. Hope it helps.
