I tried the conversion tool in Arc Map (10.3) to change the DEM file (elevation data) to ASCII. The raster data has elevation range from 1500 to 4301.After Iconverted it to ASCII, the elevation value ranged from 1500 to 4295. Why the elevation varied between tiff. and ASCII format? Am I doing something wrong?
You might consider giving it a try in QGIS or even R (using rgdal readgdal). I've seen raster differences before with ARC that are due to the information (min max) being read from the metadata instead of the actual raster data. This can be confirmed easily by forcing a read min max in QGIS Properties > Style for the layer. In ArcMap check the stretching, or load the histogram to get it to read the actual data.

You can open your Tiff data using Global Mapper and, export it as an ASCII file. When opening with Arcgis, try to calculate its statistics and open it again, this could delete any anomalies.
